Is Provo BRT the largest expense Provo City has approved without a public vote?

The Bus Rapid Transit (BRT) build out was approved by the Mayor and City Council, and just today I saw that a judge struck down the final attempt to have it moved to a public vote. Could anyone provide links to information on where this stands historically as an expense not taken to a public vote? For all I know know it’s not that big of a deal historically, but I’m curious where it stands compared to other big expenses, such as the original iProvo Fiber (now I’m trying to remember if that was voted on in a ballot or by the City Council.
